Health Scrutiny Panel - 17 July 2017

 

PRESENT:-   Councillor Mumby-Croft in the Chair.

Councillors O’Sullivan (Vice-Chair), Armiger, Davison, Wells and Wilson.

The panel met at the Civic Centre, Ashby Road, Scunthorpe.

419     DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – Cllr O’Sullivan declared a personal interest as a former employee of Northern Lincolnshire & Goole NHS Foundation Trust.

No whip was declared.

420     PUBLIC REQUESTS TO SPEAKThere were no requests received.

421     NORTHERN LINCOLNSHIRE & GOOLE NHS FOUNDATION TRUST The Chairman welcomed Anne Shaw, Chair, Dr Peter Reading, Chief Executive (designate), Mr Lawrence Roberts, Medical Director, Tara Filby, Chief Nurse, Claire Phillips, Associate Chief Operating Officer, and Jackie France, Associate Chief Operating Officer – Patient Access, to the meeting. The Chairman explained that the representatives from the Trust had been invited to update the panel on leadership at the Trust, and to provide further information on a number of strategic and operational issues.

Anne Shaw began by discussing the appointment of Dr Reading as Chief Executive (designate), including the process, implications, and the role of NHS Improvement. 

Tara Filby and colleagues then gave a comprehensive presentation on a number of key issues, including maternity, Accident and Emergency, waiting lists, ophthalmology and referrals.   Members asked relevant questions throughout, including on issues such as staffing, future planning, actions to address the issues described previously, and the potential impact on patients. 

Resolved – (a) That Anne Shaw,  Dr Peter Reading, Mr Lawrence Roberts, Tara Filby, Claire Phillips and Jackie France be thanked for their attendance and for providing an update, and (b) that Trust representatives be invited to a future meeting in the Autumn in order to ensure that the panel be kept informed of progress.
